In traditional music theory, you would probably find the chord to be a F7 with a nonharmonic tone in the B flat. Usually, you stack the notes in thirds to find the root (letter name of the chord). This one stacks from the bottom in thirds: F A C Eb, with the Bb left over. Usually, too, the context determines the name and function of the chord. If this one resolves to a Bb major or minor chord, then you certainly have an F chord.
