Melody and harmony have varied functions in music. In a Bach four part fugue there are four melodies all equally important and they will all outline the harmony in some way at different times. A single melody can also outline harmony, in indian music a melody will outline a mode not harmony. In my opinion you would have to devise a computer programme for each specific musical genre.
