short answer: yes. people say "a major second up" and "a major second down". longer answer: atonal theory is different. you would say c to d is "2" and d to c is "10" according to some practices. in just-intonation theory, c-d could be an approximation of any of the following ratios: 7/8, 8/9, 9/10, (11/12-unlikely)
