Really its a matter of taste, like "02" mentioned. To me a plain V7 resolving to a I sounds rather "square". Functionally, a C13 resolving to FMaj9 is the same as a V to I, but there are "colors" added to spice up the sound. How the chords are voiced as they move from one to another is important. For example, if the C13 had an A as leading voice, you could go:
