Seventh chords are very important chords about which much information is avaible at musictheoryresources.com and elsewhere on the web. 9th, 11th, 13th, etc. are theoretical possibilities and are used for their sound over their funtion. Debussy is well known for piling up thirds to create a sort of non-functioning tonality, and jazz musicians use these chords to make their music tasty (as it were).
