I haven't found a consistent usage for identifying which "C" is being addressed. One solution to the problem of identifying a specific pitch is to indicate first which system you are using. For example: "In this paper, I will identify the pitches by number starting with the lowest A on the keyboard as A1 and continuing on up to the highest C, which is C8." As far as interpreting what another writer means, you might have to do a little research, if you can't pick up the system from the context. Different countries and eras use different systems. One place to start a search like that is the New Grove Dictionary. There you might look up something like "middle C" or "pitch."
