It would appear that the definition of a roughie should include what was perceived as transgressive sex acts and /or perverse sexuality at the time the film was made, together with primitive filmmaking, amateur and non-professional actors, and no budget. To qualify as noir the roughie would meet the criteria like any other film.
Some roughies I've sen remind me of early talkies; they are charged with the same sense of immediacy and vitality.
