While reviewing lists of films in the semi-documentary style, I jotted down a number to add to the New York list, and there are undoubtedly others:
The House on 92nd Street (1945)
Kiss of Death (1947)
Force of Evil (1948)
The Naked City (1948)
Side Street (1949)
There are more than 20 San Francisco "street films" before 1980, and at least one semi-documentary noir apiece set and partly shot in each of these cities: Boston (Mystery Street), Chicago (Call Northside 777), and New Orleans (Panic in the Streets).
Admittedly, a lot of these additions are nowhere near the low-budget indie rawness of Blast of Silence and similar films, which is what got me started thinking about this subject in the first place. So I am going to annotate the lists a bit. I'll be back with the results.
