Look up sleazeball in the dictionary and see a picture of Steve Buscemi
Off the top of my head, here are some current actors who I think could have fit into the noir world of the 1940s and 1950s. they've all done some remarkable work in neo noirs of the 90s-2000. There are many, many more that I've seen in my neo noir collection that are equally worthy but don't come presently to mind:
The younger Baldwin brother, Stephen
Michael Madsen is killer in RD
Mickey Rourke in Angel Heart
Ellen Barkin is a neo noir dame that fits the mold
Vincent Gallo in Truth or Consequences NM
Fairuzia Balk is a noir nymphet in Things to Do in Denver
Treat Williams is noir worthy for a variety of roles
James Spader in Storyville
Dennis Hopper in almost anything he's done
I think Oliver Platt could play Nero Wolfe or The Fatman
Michael's sister Virginia Madsen is so hot in The Hotspot
Jennifer Connelley has the "goods" but also a naive vulnerability...kinda llike Marie Windsor
William H Macy is a good everyman
also guys like Paul Sorvino, Danny Aiello, Vincent D'Onoffrio, James Gandolfini and others as "Mob" guys
There are also lot of good character peopthe courage to make good adult films and not follow the rapacious need for greed now that the "comics" and superhero blockbusters have taken over Hollywood production.
