FWIW, here are the films that the IMDB lists together under the keyword "rubble-film." This is not a definitive list, of course, and there's a book about the phenomenon of German "rubble films" which discusses several more than what's listed here. Note also that THE THIRD MAN and BERLIN EXPRESS don't show up on this list, either.
I think that THE MAN BETWEEN might also qualify for this list.
HUE AND CRY is filmed in bombed-out portions of London; there may be several more of those that come to people's minds...
