running too hot?

i've just had a 250 klr rebuilt and just rode it for the first time. it seems to run hot, not in the red zone but the temp gauge goes past the first dot and seems to stop in the high noon position. the fins get hot but the fan does'nt kick on. what is the average visual temp reading? thanks for any advice!
