Same as the Governor-General, the Lieutenant-Governor is essentially the referee while the politicians work that out amongst themselves, and exercising personal judgement as a last resort if the politicians fail at their jobs.
Essentially it comes down to taking the advice of someone who can credibly claim to enjoy the confidence of the legislature. Something like a formal alliance of opposition parties might manage that.
