My grandfather's uncle, Col. Robert Belcher CMG, was one of the early NWMP officers, and my understanding is that the answer is "both." We were all British back then, and the NWMP (later RNWMP) was what we would now call a paramilitary force rather than just a police force. Besides its actions in Canada, it fought in both South Africa and Russia.
