A more fundamental problem is that the President of Israel is a head of state and the Governor-General of Canada is not.
Not only is it unambiguously incorrect to suggest an equivalence, it is also quite insulting to Mr. Peres and by extension to the whole country which he is representing.
All of the Commonwealth realms have richer and more interesting relationships to their head of state and to each other and there really are not equivalents in other states. Maybe a journalist who cannot explain that properly should consider finding another line of work.
