The thing I find fascinating is the 'three-fifths' clause apparently cited. It is much wiser than a 'anything above 50%' rule. Trudeau in one of his books maintained that in his opinion any plebiscite or referendum on a vital, lasting or constitutional issue should require a two-thirds majority as the people had best be pretty darn sure they want the change before it becomes irrevocable. I certainly think a thing as big as reforming the very basis of our democracy should follow such a rule (as should Quebec seperation, parliamentary reform, senatorial reform etc. etc. etc)
