I'm not sure what you mean by "constitutional function"? Just because it falls to the Governor General to summon, prorogue and dissolve parliament does not mean that they have, or have ever had, a real role in adjudicating the constitutionality of legislation.
That now falls to the Supreme Court, and before that it fell to the JCPC.
