I agree. Moreover, it would be interesting to know exactly what other kinds of legislation would be refused royal assent on constitutional grounds. However, since the King-Byng affair in 1926, popular opinion has been suspicious of the Governor General's power to do anything in the way of upholding our constitution (Nathan Cullen's remark about us having an "activist Governor General" strikes me as being a bit odd because the power of popular opinion has effectively restricted the Queen's representatives from exercising the reserve powers - hence, the whole "the Governor General must do everything the Prime Minister tells him to do" argument - and if they do, they are told off in the press for being "undemocratic").
Go figure.
