Granted, the Queen probably won't care, although I doubt anyone is saying that it would be relevant for that reason.
The (obvious) point of such a symbol is not for its own sake, but to memorialize the 60th anniversary of the Queen's long reign and permanently to incorporate this milestone in a part of the public life of the city. Such anniversaries are commonly marked in this way. For example, the Jubilee Line in the London Underground, the Queen Elizabeth Way in Ontario, the Queen Elizabeth Hall in London, etc.
