The strength and weakness of Canada's governing system is that some much practical power and choice lies within the hands of Cabinet and the PMO. A lack of presence, physical or psychological, can only be blamed on the decisions of generations of Canadian politicians who, I genuinely believe either didn't want to be over-shadowed by their 'unelected' boss and her family or, alternatively, seriously believed that less of a Royal Family would make Canada a stronger country (decades of this policy has clearly proven untrue). So Canadians need to learn who is at fault when it comes to the perceived foreignness or 'absentee-ism' of the Royal Family.
