I think there is something to be said for a flag that is not identical to the national flag of the United Kingdom
My suggestion would be simply the Royal Union flag with the Canadian coat of arms in the centre.
And then have a rule that if the Canadian Royal Union flag is reduced in size, that the coat of arms can be omitted, so that the Union Jack in the flags of Ontario, Manitoba, Vancouver Island, etc. automatically get updated to represent the monarchy specifically of Canada
