The power to declare holidays doesn't fall to any particular jurisdiction; both holidays operate concurrently. Victoria Day applies to all of Canada, as it is a federal holiday. However, Québec has chosen to institute a parallel holiday. I am sure that depending on who you talk to, Quebecers celebrate either Victoria Day or the Journée nationale des patriotes (or both).
