Well perhaps we can't say the entire Royal Family is Canadian in the sense of what being Canadian is normally thought of as. You can even put aside the Royal Consort and the Heir to the Throne, but the Monarch?! The Queen is the Canadian monarch, legally and perhaps to an extent even naturally.
I personally think however that being Canadian is about respecting Canadian values, traditions, customs, etc, and have true love for the country. The Queen is just about the best example of this. She is in nearly every sense a Canadian. And since she is the only member of the Royal Family who has a constitutional role in Canadian governance, it only really matters if the Monarch is Canadian or not, and The Queen most certainly is. Several members of the Royal Family can be considered Canadian too, a good example would have been The Queen Mother, who truly loved Canada. Prince Charles seems to be quite proud of Canada, and that's the important thing.
And I do agree that the Canadian monarchy needs more specifically Canadian symbols, such as Canadian Royal Standard for other member of the Royal Family aside of the Sovereign.
