However you choose to define "Canadian" and no matter how expansive your conception of it may be (and yours seems very expansive indeed), no member of the Royal Family could ever be construed as "Canadian". Never having lived here surely precludes one from being Canadian, not to mention other things.
As for the members of the Royal Family "Canadianizing" their image, there are obvious limits on what can be done there. But I agree with you that increasing their attachments to Canada (via visits, patronage of associations etc) is something that they can and must do. Alas, Canadian governments have not made that easy for them.
