From what I understand, only the Queen has distinct personal standards throughout the Commonwealth Realms.
Is Charles Canadian? Her Majesty is because the Canadian Citizenship Act stems from her authority. Although Charles is future King of Canada, I am inclined to think that he is officially a UK visitor. I may be wrong, though.
Additionally, the Union Jack is Canada's symbol of relationship to the Commonwealth. I'm not sure how TRH visit related to that, but that's another idea.
