One strategy is to lobby govts - Federal, Municipal and Provincial - to get more visits. While it seems like stating the obvious, it would be great to have the Prince of Wales present medals, open buildings, associate with good causes that are non-political etc. The more the Vice Regal offices are seen with these royal folks, the higher the profile of these offices too. Invite members of the royal family to be patrons of organisations. Raise the profile of honours and have provincial honours include the Prince of Wales or the Princess Royal as a Great Master of an order. Get them to present medals in Canada on an annual basis. 
The last time the Prince of Wales was in Canada was 2001. No wonder people are apathetic. I am sure the powers that be in the MLC are very much aware of a need for a strategy and action. The good news seems to be that with little attention to the institution, the Queen still draws crowds and respect. What a great opportunity to grow on that basis.
