In my opinion, no, it was not a fair compromise; rather, it was a dictatorial move by Harper to forcefully shut down parliament at any cost to save his skin and clutch onto power. The Prime Minister lost the confidence of the house, there was another elected leader available who had the confidence of the house. Her Excellency could have avoided an election that Canadians (supposedly, according to Harper) "didn't want", and had a Prime Minister with the confidence of the House replace Harper.
And of course Harper knew that he was in danger, that's why he told Her Excellency to shut down Parliament!
