I agree with you to a certain extent: perhaps Harper has shown a bit more favour to the Crown than his Liberal predecessors. I don't think the MLC is actively supportive of individual Conservative policies, just those relating to the institution of the Crown. They would support Liberal pro-monarchy policies, etc. but unfortunately the federal Liberal Party is never very proactive when it comes to things related to the monarchy: "Just keep it on the back burner until it gets too hot and goes up in flames."
