A royal visit to Canada is not a state visit in terms of diplomacy. It could be called a "state" "visit" in the sense that the head of state is returning to the country and the stay will be temporary.
A true state visit in the diplomatic meaning would not make any sense. I don't think prime ministers are troubled by having to make do with head of government visits.
