The Globe & Mail's piece about the Queen's former Prime Minister recieving the Order of Merit noted that she is looking forward to her state visit to Canada in 2010.
We monarchists like to refer to these visits as Royal Visits or Royal Homecomings, but I am confused about the context. The Governor General of Canada represents Canadian interests when she goes on a state visit abroad to France or Norway or Haiti, etc. The Governor General of New Zealand recently made a state visit to Canada. These state visits, are, of course, carried out at the request of the PMO.
What if the PMO in the United Kingdom wanted the Queen to make a "state visit" as Queen of the UK, to another Commonwealth Realm? Would this be possible? Would it be lawful? Would it be constitutionally and diplomatically ethical? What if the PMO wanted the GG to make a "state visit" to the UK?
