I have to agree. Throughout this whole matter I've been convinced that Her Excellency was not at fault. She took an oath of allegiance and she knows who she represents. To the contrary, however, it is the staff at Rideau Hall who seem to want to elevate the Governor General to the position of a ceremonial president.
I recall reading in an issue of the Canadian Monarchist News that it was Rideau Hall's policy not to refer to the Queen in speeches and to give the place a "Canadian" image which meant taking down or moving royal portraits.
These are Rideau Hall's policies. It doesn't necessarily mean they are Her Excellency's personal policies. The unfortuante aspects of Jean's mandate have, probably in large part, been due to a poor understanding on the part of the civil service employed in and around Rideau Hall.
