As the representative of HM The Queen in Canada, the GG constitutionally speaks publicly on the advice of her Canadian ministers. Whether every word of her prepared public remarks is vetted and parsed by her ministers is a good question - if they are - her recent misstatements were overlooked and/or ignored until her ministers were forced by popular uproar to publicly correct the GG's ill informed and untrue assertions through a communique from the PMO affirming our Sovereign to be Queen Elizabeth II, Queen of Canada and Canada's Head of State.
