Indeed. Rideau Hall has always made it look as though he was forced to surrender his powers to Lord Alexander.

Does the "...not so as to restrict the foregoing to do and execute..." mean that the Monarch is also able to do things like appoint ambassadors, open parliaments, etc. ?
