The Letters Patent gains its authority from the King itself, although it was probably created at the request of the federal government in Canada. As for the signature, I'm not sure, but the version in the Canada Gazette is not the original, so it was probably just "read into the record" by the PM or something like that. As well, the "Our" is reference to the King; it's called the royal plural, and most monarchs refer to themselves in the plural.
