GG when making state visits abroad

I'm curious, when the GG travels abroad is she accompanied by the Minister of Foreign Affairs? Are her speeches abroad approved by the PMO? I'm just curious as I've read HM always travels with the British Minister for Foreign Affairs when abroad (not in the Commonwealth Realms) and all her speeches are approved by the PMO.
