As Canada's (only) Head of State, the Queen does have the right to delegate duties to the Governor General; as long as the Governor General acts on behalf of the Head of State and not as Head of State, everything is fine.
The good news from the recent scandal is that if Jean "gets her facts wrong" again, then there would definitely be justification for a petition asking for her resignation or a censure from Parliament or some sort of formal reprimand.
