They are (strictly speaking) private "corporations" in Canada and the UK, and receive most but not all of their funds from the public purse. They are not crown property, and that is a good thing in this case (even if it means relatively little now). That is probably why portraits of the Queen are quite rare in UK universities. They are part of "civil society", not the state. But that does not preclude displaying portraits of the Queen as symbols of loyalty.
