That doesn't seem to reflect our democratic, constitutional monarchy (government propganda).
What viceroys (current ones, that is) use "my" and "we) in the throne speeches? I know the Governor General of New Zealand does. It's also interesting to note that the Queen used "My Government" in 1957, but "The Government" in 1977. Go figure.
And considering that the provinces have abandoned the upper chamber, why does the Lieutenant Governor still do the speech in the legislature, which he or she cannot theoretically enter? (I know it's not the 17th Century anymore, but still...)
