The Canadian Government. The Royal Family will come to Canada as often as they are asked, it is the Government that has decided to ask them less and so that is the greatest threat. Just like in Australia, lack of visibility stops the Royals seeming to have relevance in Canada and so they are more easily seen as British and colonial and historic...
If the Queen opened the Olympics and presided at every second Opening of Parliament then the Monarchy would be far more popular. However, she could not do this as she is Queen of 15 countries. Is an issue with no obvious solution.
