Sadly I'm not surprised by this. Since the Clarkson years, there has been a growing trend from both Rideau Hall and the Government to turn the Crown and the Queen into separate entities. I don't know how this can be since the Queen IS the crown.
The GG website barley even mentions the Queen:
"Canada became a country at Confederation in 1867. Our system of government is a parliamentary democracy and a constitutional monarchy. Queen Elizabeth II is Queen of Canada and Head of State. Sworn in on September 27, 2005, the Right Honourable Michaƫlle Jean, 27th Governor General since Confederation, represents the Crown in Canada and carries out the duties of head of State."
In Clarkson's book she claims that: "The Governor General and the Queen's roles are constitutionally separated."
It's once again Rideau Hall's move to escalate the GG to Head of State
