Can't the Prince of Wales just come to Canada on his own?

I was curious. It seems that Prince Andrew, Prince Edward and Princess Anne come over to Canada quite often to carry out their charitable work without any hindrance from the Federal government. My question is why couldn't Prince Charles do the same? Why does he have to wait for a formal invitation from the Federal government to come visit Canada?
