I'm not too familiar with the Ontario Interpretation Act, but I'm sure there is a provision in it similar to the provision in the Federal Interpretation Act discussing how "The Queen" "The King" "The Crown" etc etc means the Sovereign of the United Kingdom, Canada, and her other Realms and Territories, Head of the Commonwealth, Defender of the Faith.
Unless my reading of the Interpretation Act is incorrect, when we have a Queen, the highways are legally the Queen's Highways, even if the act actually says King's Highways.
