That is indeed the Mayor's office opposite the portrait of the Queen in Vancouver City Hall. I have mentioned this misdesignation of Her Majesty at least twice to the secretary in the office (that is, before the door was simply locked and one can no longer just step in) and have also mentioned it on this message board. You may have noticed, however, that in the photographs on the other side of the hall (e.g. dropping the puck during her Golden Jubilee visit), the Queen is correctly described. I hope also that during your visit the city's mace may have been turned in such a way (it is put back differently in its case every time it is used) to show the cypher of King Edward VIII — apparently the only such cypher on a mace in the world!
