I'm fairly confident that the justice knows more of the GG's constitutional responsibilities than she does. That's par for the course anyway with HE. She was similarly indisposed with Quebec 400 to find the time to invest Canadian Forces members with their Order of Military Merit insignia. After a career of outstanding service many of these members were forced to wait for HE to return to Ottawa from the Citadel so they could receive the honour because Quebec 400 was simply more important than recognizing their service.
