I have spoken to two SCC Justices about Royal Assent when they were visiting my law school. Apparently, the parliamentary Clerks call Rideau Hall first, and when the GG is not available, the task falls to which ever judge is the "on duty" judge in the Supreme Court buildings. I believe the "on duty" judge, whatever that means, rotates every week.
