It reminds me of those swimming pool "Noodles", made of flexible plastic - and there's bona-fide packing material made of the same stuff, which I think is polyurethane foam.
Speaking of which, the ideal thing would be spray-cans of that stuff, like the builders' material, but curing soft, instead of so stiff - you could inject it sparingly into plastic bags around the model, and it would expand to a form-fitting cushion. This is exactly what really professional/high tech packers do. But again, I've only ever seen it with pretty stiff foam - nothing soft enough for what we're talking about.
Because you wouldn't want to do any kind of packing forcing the buyer to bust the model just to get it out!
