North San Diego County has a sizable Hawaiian/Samoan community (See link below) and is affordable with beaches--the schools are the question, look into it. Further North I'd look maybe at Long Beach or Irvine. Being close to your job is critical as the commutes can be horrible (and people complain about the traffic into town from Mililani). My brother lives in San Diego and surfs everyday, he said that a couple he knows bought a condo for the week near their jobs/schools and own a home on the beach south of the border for the weekend.
