What will these arbitrarily enforcement of fines do for homeowners that are selectively fined while other people get away with violations since moving in 10 years ago? It's just another way to make money without raising fees that would be otherwise disapproved. If and when a fine is needed, it should be done through the normal municipal judicial process and not a kangaroo court or association staffer with a clipboard. First and maybe second violations should be warnings to give the owner time to settle the violation amicably. It's a simple contract violation and nothing more--treat it like one in unresponsive cases and publically announce the results.
