Childcare facility-zoning information and guidelines

I am visiting this community for the first time, and I feel inlove with the lovely people as well as the community in itself. I wanted to gather much needed information in order for me to get as many information needed to open a group or child care center in this area. Whom I get in touch with in order to get informations regarding the do's and don't of this community. I am fully aware of the Dept.of Health Services for licensing, but I am in need of getting much needed informations for other agencies that One may have to obtain in order to get community zoning informations as well as Utility agencies as well as all required division heads, in order to fully obtain complete and honest concurrances from required agencies.
