You can install lights with motion sensors, (if permitted by the association), Alarm systems for your home and car or, just keep reporting the kids by calling 911. I know the police are patroling the area becuase I have seen them. If you go out and confront the kids it may help or hurt. They may know you are watching and go away or, if they are real bad they may do something to your home or car.
