Recent audit of bottle bill law

What did we learn from the most recent audit that we already didn't know? Why on earth did we have to spend money on the audit. We already knew the program was a mess. Now the comes even more mess as the department of health tries to implement the audit recommendations. The program is based on a faulty concept. Eveyone knew that except the politicians.
